About BayDolphin Community Enrichment

BayDolphin Community Enrichment is a community-based nonprofit organization in New York committed to providing academic and language enrichment opportunities for children, youth, and immigrant seniors.

BayDolphin Community Enrichment is currently in the process of applying for recognition as a 501(c)(3) tax-exempt organization with the Internal Revenue Service (IRS).

Mission

Our mission is to enrich the educational and language experiences of children, youth, and immigrant seniors by providing accessible, high-quality afterschool and community-based programs that support academic growth, communication skills, and confidence.

Vision

We envision a community where every child and every elder — regardless of income, language background, or immigration status — has the opportunity to be heard, to learn, and to fully participate in school and community life.

Our Story

Over the years, we saw that many students and families — especially low-income, immigrant, and multilingual households — needed more support than a traditional tutoring business could offer.
BayDolphin Community Enrichment was created to meet this need. As a nonprofit, we are able to:

  • Partner with public schools to offer on-site afterschool programs
  • Provide low-cost or free services to families with financial need
  • Develop community projects that connect children, youth, and seniors through language and learning

Leadership & Governance

BayDolphin Community Enrichment is led by a volunteer Board of Directors and a small team of program staff and community educators. Our leadership brings together experience in K-12 education, tutoring, language development, and community service.

Victoria Lin

Victoria Lin

President & Founder

Victoria Lin is an educator, program designer, and community advocate with nearly a decade of experience supporting children and families through BayDolphin's academic and enrichment services. As the President and Founder of BayDolphin Community Enrichment, Inc., she leads the organization's vision to provide accessible, high-quality learning and language-support programs for students, multilingual families, and immigrant seniors across New York City.


Victoria brings a deep understanding of the educational needs of immigrant communities, especially multilingual learners. Her work reflects a strong commitment to equity, compassion, and family-centered learning. She has designed afterschool programs, literacy workshops, and community-language initiatives that bridge generations and cultures.


Victoria believes that every child deserves the opportunity to thrive academically and every senior deserves the dignity of communication and connection. Her leadership drives the organization's mission to serve as a bridge between schools, families, and the broader community.


Zhijiang Lin

Vice President

Zhijiang Lin brings decades of experience in community engagement, small-business leadership, and support for immigrant families. As Vice President of BayDolphin Community Enrichment, Inc., he provides strategic guidance and oversees organizational development, partnerships, and community outreach initiatives.


Having spent many years serving New York's multilingual and multicultural communities, Mr. Lin understands the unique challenges faced by immigrant families and seniors navigating language and cultural barriers. His leadership strengthens the organization’s ability to build trust, expand partnerships, and develop programs that meet real community needs.


Mr. Lin is deeply committed to supporting the next generation of learners and believes in the power of education to transform families and communities.


Zhongling Liu

Zhongling Liu

Director & Treasurer

As Director and Treasurer, Zhongling Liu oversees financial stewardship, governance, and the operational integrity of BayDolphin Community Enrichment, Inc. With a strong background in financial management and community service, she ensures that the organization maintains transparency, accountability, and long-term sustainability.


Ms. Liu plays a key role in supporting program planning, budgeting, and resource allocation across school-based, youth, and senior-language initiatives. Her dedication to community wellbeing and intergenerational learning helps guide the organization's mission with compassion and responsibility.


A strong believer in education and equitable access, Ms. Liu works to ensure that BayDolphin Community Enrichment can continue delivering meaningful programs to children, families, and seniors throughout the community.


Andrew Guo

Andrew Guo

Community Program Director

Andrew Guo is a Computer Science professor at Monroe University, where he teaches computer science and technology-related courses and mentors the next generation of STEM professionals. In addition to his academic role, Andrew is deeply committed to community service, with a particular passion for supporting senior citizens and newly arrived immigrant families.


Andrew focuses on helping immigrant seniors overcome language and cultural barriers by providing English support, communication guidance, and practical assistance as they navigate life in the United States. His work includes organizing language tutoring sessions, offering personalized support for daily communication challenges, and helping eligible individuals understand and enroll in Medicare and other essential services.


Driven by a strong belief in compassion, dignity, and lifelong learning, Andrew brings both professional expertise and a heart for service to BayDolphin Community Enrichment, Inc. He looks forward to expanding community programs through nonprofit collaborations and continuing to serve seniors with patience, respect, and care.
